If you want it for the look, cool. If you're a southpaw, maybe. If you're among the 89% of the worlds population and righthanded, fughedaboudit. The location makes it useless as a lifting handle. Honda never intended it to be used as one. The metal would probably fracture from repeated lifting, eventually. So now the question you're asking is "WTH did they use them?". The answer is a multi-parter: Only ST models got them and the handle was used to rock the bike on/off the centerstand (which 6v CT70s never had either). They were never fitted to the CT70, a pair of rubber plugs filled those holes instead (PN 50049-046-000)
Just like non US-spec ST models had the four threaded holes for the CT70 engine guard (filled w/rubber plugs), which was never OEM equipment. Honda was ahead of the curve on manufacturing a "world bike". There were very few frame differences between any of the 6v models CT70/ST70/ST50.
If you're after a proper OEM lifting handle, you might contact Dan (MSZ). A rear rack can be used as a lifting handle. Otherwise, the safest lifting point is the rear fender, just ahead of the uppermost mounting point.
