In case anyone was interested, I already got the guy down to $600 via email. The owner doesn't have the title and from what I can tell it's missing the signals and the taillight assembly. I'm not really interested in dealing with it.

Don't blame you, but this one is ripe for the taking. Title is fairly easy and painless to get ($150), turn signals are still readily available from Honda on the 1991-1993 (not sure the price) FWIW
