On the right hand side of the bike up by the handle bars you will see a black plackard attached to the frame. It has the build date and the serial number for confirmation. That serial number should match the one stamped on the frame down by the flywheel cover and the serial number on the motor should be fairly close to that. Its down by the shift lever.
The vin stamped on the bike Is { CT70H-150843 } The tag on the neck is gone and it has no motor! Would this make it some where in the years of 70-71 and a HKO model?
Yes it would
It's a HKO model built at the very end 12/70 or early 1/71. It originally had the speedometer integrated into the head light bucket. If you had the original engine it would really be worth something.

My ct70K0 has the serial number 176321 with a date of MFG of 4/70. In short, yes on both accounts. What color?, there are certain colors for certain models in that year, just another way to identify yours.
